The short-term rental market in Budapest has never been as turbulent as now, in early 2026. Due to the government-level moratorium, tax increases, and district-by-district restrictions that are often drastic, the most important question for property owners has become sheer survival and preserving profitability.
1. Government restrictions
Moratorium and tax increase: The most important national-level change is the government's two-year moratorium.
- No new permits: From 1 January 2025 until 31 December 2026, no new operating permits are being issued for private and other accommodation in the capital.
- Flat-rate tax quadrupled: The annual flat-rate tax increased from HUF 38,400 to HUF 150,000 per room.
2. Budapest district overview
In addition to national rules, districts are also tightening regulations within their own jurisdiction:
- District VI (Terézváros) – With Supreme Court approval, a complete ban took effect on 1 January 2026. Private accommodation rental days were reduced to zero.
- District VII (Erzsébetváros) – Existing licensed accommodations can continue to operate, but for newcomers it is practically impossible to open new accommodation.
- District I and others – District I is also considering drastic tightening of regulations following the Terézváros model.
